Scroll down in Site Settings and click Additional content settings at the very bottom. In the expanded menu, select PDF documents. Toggle on the Download PDF files instead of automatically opening them in Chrome option. Chrome will now display the standard save prompt for PDFs.
However, Edge Legacy does give you the option to save a PDF after it opens in the browser. Open the Microsoft Edge Legacy browser. Browse to the PDF file you'd like to view or download and click it. The file should automatically open in the browser window. To save (download) the PDF, click the save.
In Chrome, go to the "Menu" icon, then choose "Settings." 3. Scroll to the bottom and select "Advanced." 4. In the "Privacy and Security" section, select "Content settings." 5. Scroll down and select "PDF documents," then switch it to "On."
Here's how you can clear Google PDF viewer from being the default PDF app. Go to Settings. Go to Apps. Select the other PDF app, that always open up automatically. Scroll down to "Launch By Default" or "Open by default". Tap "Clear Defaults" (if this button is enabled).
To set attachment preferences. Choose Preferences > Trust Manager. Configure Allow opening of non-PDF file attachments with external applications. Checked. Default.

Sometimes even when setting Excel To Pdf Converter DC as the Default, downloaded PDFs will open in Chrome instead. This is because Chrome is set to use it's integrated PDF viewer when files are downloaded by default. You will need to turn this off to make it go away. To turn this feature off, follow the steps below.
Tap the menu on the left side and select "Settings." Navigate to "User Controls" and then again to "Content Filtering." A list of options will generate for downloads and you can select "Wi-Fi only" to save your mobile data and prevent automatic downloads and updates from running without a Wi-Fi connection.
Alternatively, enter chrome.//settings/content/ in the address bar. On the right, go to the Content section, and click on Additional content settings. Click on PDF documents. On the next page, turn on (enable) the Download PDF files instead of automatically opening them in Chrome option.
